I can confirm this bug as well and it's very annoying since apps end up
doing cpu intensive tasks while the CPU stays at 1Ghz.

I can confirm that frequency scaling does not affect the 2nd core of a core duo
laptop by default.
To get it working, I installed the sysfsutils package and added the following
lines to /etc/sysfs.conf:
devices/system/cpu/cpu0/cpufreq/scaling_governor=userspace
devices/system/cpu/cpu1/cpufre
