Ben Klein, thank you for taking the time to report this bug and helping
to make Ubuntu better. However, I am closing it for LibreOffice because
the bug has been fixed in the latest development version of Ubuntu -
Natty Narwhal. It won't be fixed in previous versions of Ubuntu because

Okay, I see your issue now.
It seems that it just anchors to whichever paragraph the top of the image is
in. Why do you feel it should do differently? How about anchor to page?
