reason why they are recommend and not a depend.
aptitude will install them automaticly by default.
Currently:
Recommends: k3b, imag
OK, in edgy, kipi-plugins_0.1.2-1ubuntu2_i386.deb now recommends
konqueror. I still get the error when konqueror isn't installed so I
thought maybe it should depend on konqueror?

What version of ubuntu are you using? Currently in edgy both packages
list konq. as a recommend.
