This is a bug in Kdvi and Okular, not related to ghostscript. The
problem appears when the path to eps-file contains non-latin letters.
The temporary ps-files, which Kdvi and Okular produce for rasterizing,
contain paths to eps-files with `?' instead of non-latin letters.

Ubuntu karmic amd64:
There is a similar bug report http://bugs.archlinux.org/task/18145
([evince] does not display images in .dvi file). But for me, in Ubuntu
evince works fine; other dvi previewers fail.
