Set location does Verify Local Data if the data has been moved to
another partition.
Within the same partition a simple rename() is enough to move the data,
so no verify is needed there. My guess is that's what you're seeing.

I'm running a fresh install of Ubuntu on a new HDD. I mounted my old HDD
with the completed torrent and copied the data across to a new location
on my new HDD. I also copied across ~/.config/transmission . Of course
when starting Transmission the data it was expecting was missing. I used
