I can further confirm your solution to be working. Somehow I did not
notice that package until now. I can also agree on the fact that this
should be handled in both the upgrade process and software centre.

@Darren, the problem is that both the UI and non-UI packages are
important: they were split so that Kubuntu users wouldn't have to bring
in unnecessary gnome dependencies then installing the vpn plugins (they
were all split).
I agree, this should be done during the upgrade process, I'm looking at
I see the same thing, you also get it when trying to connect (I had
existing connection entries before upgrading). It appears as if the ui
components have been separated, if you install network-manager-vpnc-
gnome it should fix your problem (it did mine).
