I have the same issue. Empathy cannot connect to ICQ from time to time
while other clients (Miranda, Jimm) can connect with no problems. Most
of time Empathy can connect too, but sometimes it just gives "Network
error" and leaves no clue about what is wrong.

that might be because when you come from hibernate empathy does not see any
network so network error

I have already resolved my problem , but I do not know is this a bug or
normal behaviour: Empathy does not connect to ICQ when any ports except
80, 5222-5223 and 5190 are closed by the office router. Qutim connects
to ICQ normally in this situation. So now all ports are open and Empathy
works norma

The same error for me with ICQ proto (qutim connects to ICQ normally,
but empathy can't).
What logs do I need to provide for helping to resolve this problem

I got Yahoo to connect if I changed the port from the default 5050 to 80. (I
still haven't fixed the other protocols yet). I assume that the problem is
with my router's configuration; is there a guide as to which ports I need to
open? Also, do I have any other alternatives, as I have multiple
