I can now scroll with the mouse and have the menu stay where it's put
(originally, I had the same symptoms that the original reporter
described regarding mouse movement), but the keyboard navigation bug is
still present.

I'm not sure it is in Lucid , I can still notice the mnemonics flashing
on and off as a mouse moves over non-selectable items.
