When I booted xubuntu feisty livecd (the official version) it came up
with no panel at all.

This is on my tired old 1999 latitude laptop.  Took 15 minutes to boot
:-O   256 MB RAM

I looked thru /var/log/* for odd things about "panel" and saw nothing.

It worked to run   xfce4-panel& from a terminal window.

I did notice some odd cdrom drive errors during boot - I might be lucky it 
booted at all...
But other things seem fine.

E.g. in /var/log/dmesg:
