The rubygems package modifies the source of /usr/lib/ruby/1.8/rubygems/defaults.rb in order to force the install path of /var/lib/gems. Configuring the install path of rubygems is achievable using the GEM_HOME and GEM_PATH environment variables, and config options to the setup.rb script.
