I think its a bug, it's just way hard to add a new group, I'd like to
see a entry just like pidgin, or a small button, but seriously right now
is hard to add a group without adding a new contact to your list, so if
you want re organize your buddy list is a pain. Thanks for all the
feedback folks!.
Here, it works correcly. Do you add the contact to that group? I think
Empathy only shows non-empty groups.

Indeed, I have found the option. Sorry for reporting a non-existent bug.
I agree the functionality could be more visible, so it's good the Gnome
developers are informed.

because is more like an usability problem, any way, @OmerAkram sent me
the steps to do this:
"right click on a contact, click edit and type something in the field
before the button "add group" and you will be able to add a group.
It took me a while to find the button, i think this is a bug, not the
one that you don't have the "add group" button but that is hard to find
the feature (usability issue).

right click on a contact, click edit and type something in the field
before the button "add group" and you will be able to add a group. When
adding a new contact you also have the option to add a new group so I
think this is an invalid bug report
