I think this is caused by the Activity Bar applet which doesn't allow to be
shrinked below its preferred size.
The attached patch should fix this but probably needs some more testing.

It looks like currentappcontrol is the source of this. It seems to have
it's own ideas about how wide it should be.

I'm unable to replicate this now. If anyone is still suffering from
this, please move your ~/.kde/share/config/plasma-netbook-appletsrc
away, restart your KDE session and see if the problem remains.
