Is anyone still seeing this problem? (I would think so, but it's
possible that it was quietly fixed upstream)
Is there any reason not to add a Suggests: cgroup-lite | cgroup-bin ?

In my install of lucid x86_64 /dev/cgroup doesn't exist by default. I
followed this reference::

And did::
mkdir /dev/cgroup
# then tested with this
mount -t cgroup none /dev/cgroup -o cpu,memory,devices
before
