This bug appears to be resolved in the gutsy version of samba.
$ dpkg -c main/s/samba/libsmbclient-dev_3.0.26a-1ubuntu2_i386.deb |grep '\.a'
-rw-r--r-- root/root 3360026 2007-10-04 07:40:37 ./usr/lib/libsmbclient.a
Thanks for the bug report. I can confirm this happens in Dapper, and
also in Edgy:
$ apt-cache policy libsmbclient-dev
