From what I read, this is intended behaviour, because it is similar to
IE ... A similar bug has been filled upstream at
https://bugzilla.mozilla.org/show_bug.cgi?id=141476. I will close your
Ubuntu bug report and mark it as an upstream bug.

In Feisty it's still present.
By the way, Firefox's behaviour could easily be changed by setting
option mousewheel.withcontrolkey.numlines to -1 instead of 1.
