This seems likely to be an output enablement issue, which with KMS is an
issue in the kernel drm, so I'm refiling to the kernel.
It would be instructive if you could attempt to reboot with KMS disabled
and see if that makes any difference.

Hm, I don't think KMS is used? I don't see anything about KMS in dmesg.
I still tried adding radeon.modeset=0 to the kernel boot options, but
no change.
