Ok - without those packages, it's not expected that you would have a
boot splash, but users will have one by default. Closing this as

Please remove /etc/initramfs-tools/conf.d/plymouth again, install the
plymouth-theme-ubuntu-text and plymouth-theme-ubuntu-logo packages, and
see if
grep: /lib/plymouth/themes/text.plymouth: No such file or directory
grep: /lib/plymouth/themes/default.plymouth: No such file or directory
does this have anything to do with it?
