I've done some research on this issue and it seems like the call to
oobs_user_set_password_disabled in user-password.c:377 is never
committed. Could this be the cause of this bug?

Thanks for investigating the code, but I don't think the line you cite
is the source of the bug. This line is only run when changing your own
password, which is a completely different case. Furthermore, enabling an
account works for me following the same procedure as you.
So I rather suspect that
