This happens when /etc/resolv.conf is immutable. There can be good
reasons for making it immutable, for example because your DHCP server
gives you a suboptimal name server.

I think I'm encountering a similar problem running Ubuntu 9.10 as
virtual machine in VirtualBox on Windows 7 host. A difference is, that
the system does not hang, but aborts without starting the
NetworkManager.
