Thank you for taking the time to report this bug and helping to make
Ubuntu better. However, screem has been removed from Lucid for the
following reasons:
RoQA; inactive maintainer, dead upstream, buggy, depends on deprecated libraries
(taken from
https://launchpad.net/ubuntu/+source/screem/0.16.
This bug is a show stopper. I've found "bluefish" to be an acceptable
alternative.

I confirm the bug still exists on Ubuntu 9.10 Screem version 0.16.1.
It happens both with individual files & with files in a site.
The bug happens every time I use Ctrl-S. It does not happen when I use the Save
button.
My /etc/profile has a umask of 022 which is the default in Ubuntu

Brad,
I'm using the current Ubuntu version, 0.16.1.
I've refined the nature of the problem:
1) It only happens when you are working on a "site" (in the program's
terminology), not with individual random files.
2) It only happens on the second save of the session onwards.
So, create a site and
Yes, very annoying. How do I confirm? I can't find the option
