I can confirm the issue. It seems to be a screen refresh problem or
something similar.
Steps to reproduce:
1. Log into GNOME.
2. Open any window and maximize it (this step is not mandatory, but a maximized
window is useful to see the effects of this bug).
3. Right click on the top panel - New
After logout and then log in, I can see the newly created right panel.

Some more info:
1. The bug is fully reproducible all the times.
2. I'm using an nVidia card with the nvidia binary propietary driver.
3. The bug is reproducible with metacity and compiz.

Can't reproduce this here, setting it back to new in case someone else
