That is strange. What are the permissions on
/home/user/src/b2evo/whissip/blogs/skins/custom/index.main.php and
/home/user/src/b2evo/whissip/blogs/skins/custom ?
Here's a script that reproduces this error:
bzr=/bzr --no-plugins -Derror
$bzr init one
cd one
echo 'rev 1' file.txt
$bzr add
$bzr
