I'm using maverick in that laptop since it came out, and I always update
when updates are available. The problem still exists.
Like Higuita, when I connect a 3g usb modem it works immediately, with
no further conf necessary.
Is there a log file with more info where I can look into?

I also checked it's not a sim card/pin problem, because I used the same
card/pin with the two modems (internal and external).

Thank you for taking the time to report this bug and helping to make
Ubuntu better. The issue you are reporting is an upstream one and it
would be nice if somebody having it could send the bug to the developers
of the software by following the instructions at
Forgot to add, this bug should be filed upstream against NetworkManager,
then there will be a ModemManager component.

higuita, please open a new separate bug about your issue, since it can
be a very different problem due to different hardware.
Fernando, would it be possible for you to try this again on a live CD of
Maverick or the current development release (Natty)? There has been tons
of changes in
similar problem on a toshiba tecra M11-15W
i'm sure that isn't a pin problem as my card have it disable. with the
same card and a external ZTE 3G modem i can connect without any problem
i suspect some initialization requirement for this toshiba internal
modem
