technically, a Makefile is not a header, and also it it not exported
into the includes/ directory, which is what is packjaedf up as a headers
package. What was the underlying problem you were trying to solve?

I make-kpkged my kernel in Ubuntu11.10 and installed in Ubuntu 12.04LTS, tried
to compile Virtualbox Kernel modules but it find no /arch/x86/Makefile_32.cpu

unfortunately I only have dapper installations which I won't upgrade due to
service contracts for LTS
I was able to build binary drbd0.7 modules on the host where I was compiling
the original kernel-image and distributed it to my other machines.
So therefor for me it's no longer an
