On Lucid, after upgrading, I lost the French (fr_CA.UT8) locale I had
both on the desktop and on terminal. Here is what locale gives me:

On a fresh account, locale is all properly set to fr_CA.UTF-8, but as soon as I 
start configuring the account, it just goes back to C giving me a warning about 
not properly installed localization packages -- but I re-installed them all 
(english+french) to make sure.

So my question is, how to properly set the locale to fr_CA.UTF-8 ? it
seems that some program is falling back to C locale for some reason, and
then overriding the whole language configuration for my account -- while
it shouldn't, because the locale works well on fresh accounts.
