With dell studio 1555 and the standard repo 64-bit kernel i found latest
version of the ati driver released these days (10.5) solves the problem.
Download it from the official ati/amd website and try if that works.
Changelog of ati driver also states:

I have a Lenovo T500 with ATI Mobility Radeon HD 3650 and stock 64bit
kernel. I had the same problem (resume ok in karmic, but blank screen
in Lucid). The new 10.5 ati driver does not fix the problem.

I also have the same issue on my Dell Inspiron 8500 with ATI Radeon
video card. Tried setting radeon.modeset=0 and/or modeset=0 on boot
options but that locks the machine after a few minutes.
Also tried pm-suspend with various options, all to no avail.

I can confirm this as well on my Dell Inspiron 5100. There were no
issues previous to 10.04, but now the screen remains black after
resuming, and I am forced to hard reboot.

I have the same issue on my Dell Studio 1555 laptop. It seems that
resume from suspend became broken after I've installed updates for
Ubuntu 10.04 yesterday. One of this updates was a new kernel version.
