This is obviously a valid bug. However, I don't think there is a good solution to this right now. The page you are talking about is created from a page which exists in the system help - in that system help, the link to info pages works. In the online version of our documentation which we generate, there isn't any equivalent link that we can use to point to info pages. As a result, we use the workaround of linking to manpages.ubuntu.com. It's probably a better solution than leaving a dead link there. And removing links like this manually would result in maintenance of help.ubuntu.com becoming overly burdensome, I think.
