Hi,
I am also facing the same issue,the function plus f2 key is not
working..i am using ubuntu 11.04 natty natwahal.The key is not working
since from the past three distro's..Except this key remaining all other
keys are working..I dont have 3g modem.

I don't have the 3G modem but I can confirm I cannot use the Fn+F2 to
turn off/on the Wi-Fi. The Fn+F3 also not working to turn on/off the
Bluetooth

the wifi-driver-part seems to work:
echo 0 /sys/class/rfkill/rfkill0/state
turns wifi off (and 1 turns it back on)
I could not find the same feature for the 3g modem (Huawei EM770W)...
