I am using Kubuntu. There was still no suggestion. Why wouldn't it just
be installed by default? Well, actually suggestion would be better if
it works, so that the user can decide what he/she wants.

the real problem for a normal user is to understand why (on the brand
new o.s.) I must search and install a misterious package called
"transcode" just to write a normal dvd.

Oh, it does only currently work within Kubuntu sessions. I should
mention that. But a meta-package wouldn't really help all that much
either, as it's just about as undiscoverable as the codec packages.

K3b does have a nice little suggestion notification with a button that
installs the extracodecs library along with the lame encoding library in
Kubuntu 9.10 onwards. In addition, the language packs are all handled
via the normal Kubuntu language packs.
