You are right according to the Human Interface Guidelines
(http://library.gnome.org/devel/hig-book/nightly/hig-book.html#windows-
explicit-apply) "Cancel" should actually cancel the driver change. Only
after pressing "Apply" or "OK" the change should be applied.

The same goes for configuring a printer. I went back to change the
settings on my Samsung CLP-300 and the buttons available were "Apply",
"Cancel", and "OK". I clicked "Apply" and it worked, greying the button
out, it also greyed out "OK".
