This is probably the same issue as Debian bug #771363 [1], which was
fixed in version 1.4.0-6. Could you try that version and check, if the
issue persists?

Added a few duplicate bugs to this. All those bugs involve invoking
oggenc with the -r flag (for raw input).
I had to work around this by making a fake WAV file and feeding that to
oggenc instead.

I have the same problem on Lucid 64 bits by doing :
oggenc -q 6 --resample 44100 afile.wav --output=afile.ogg
where afile.wav is a wav audio file with a 48000 samplerate
I crash at the end of encoding :
