Did you remove /etc/privoxy/user.action by hand before attempting install?

In the meantime I uninstalled privoxy. The installation has frozen
synatpic (concervant configuration file).
After synatpic freeze:
$ sudo rm /var/lib/dpkg/lock
$ sudo dpkg --configure -a
Paramétrage de privoxy (3.0.16-1) ...
Fichier de configuration « /etc/privoxy/default.filter »
== Modifié
$ sudo touch /etc/privoxy/user.action
$ sudo apt-get install privoxy
and installation work !
but /etc/privoxy/user.action is empty
$ cat /etc/privoxy/user.action
it's normal ?
