This happens sometimes with me when I was fiddling with the
configurations for English and Brazilian Portuguese. It seems that only
removing completely the other language, in my case, English, and
restarting KDE all the menus would be in the proper language. Kubuntu
11.04, KDE 4.6.2.

After some frustration with this issue, I did a fresh install. I
installed the French language pack and added it as a language to the
systems settings languages - but did not make it a system default
language. My motivation was that I wanted it available as a choice
within applications, but not as
