upstart 0.2.0 implements this now... you can "telinit 2" and "telinit
3" etc. to switch between traditional unix run levels.
You can also do "initctl trigger maintenance" to switch to single-user
mode, and invent any other event that you want and add them to the event
files.

There will be compatibility shims in place for the other run levels once
there's a compatibility tool for "telinit"
