If UMS is the default then that is probably what I’m using, yes. I’ve
also noticed that Monitors connected to the Displayport get no signal
either, so of the four connectors on the card only the two DVI ports
work with the FOSS drivers at the moment. All outputs work using the
latest 10.4

You must be using userspace mode-setting (UMS), right? The UMS mode-
setting code for Radeon HD5xxx series chips currently doesn't work well
for digital outputs.
Unfortunately kernel modesetting (KMS) for Radeon HD5xxx series chips
was only introduced upstream in kernel 2.6.34.
