I completely agree but your are using Pidgin from a PPA so this isn't a bug in
Ubuntu.

The package in the Pidgin PPA doesn't recommend pidgin-libnotify so it probably
got automatically removed when you upgraded to 2.7.0.
Please try installing it and check if it's enabled in the Pidgin plugin
settings.
