Turns out it was the gnome-cups memory leak bug that's already been
filed, so you can close this report. When I posted to the Ubuntu
forums I was only asked to compare the total system load as it
appeared in top, and wasn't asked to take note of particular
processes, so that's why I thought it was
run `top` and take note of the process at the top of the list

It was the general overall CPU load that's reporting as 95-100%; I'm
not sure whether one particular process is responsible for it or not.
How would I determine that?
