that dialog has changed during that cycle to be scrollable when there is
too many accounts to list, I'm not sure that's a bug. Anybody wanting to
take that upstream (bugzilla.gnome.org) which is the right place to get
their opinion?

I had a look at the code for this dialog (mail/mail-send-recv.c) and I
couldn't see anything that would add this frame... I tried setting the
shadow type for the scrolled window and the viewport (see around line
383) to GTK_SHADOW_NONE and this had no effect.
Maybe this is a gtk bug? Maybe
