I have experienced this behaviour too ... the Panels are hidden by
default when added. That's why they appear when logging out and in. This
is fixed in the next version of gnome, 2.31.2, I think, because the
gnome panel news contains an entry: "Make sure that newly-created
panels become unhidden (
