I got the issue after I tried to install Emerald.
perl and all the dpkg-* apps are now throwing Segmentation fault when I try
to execute them . Before that I had
Permission denied it didn't matter if I was root or not. Then I changed the
rights and owner manually..

I think you should try reinstalling the man-db package. sounds like its been
the cause of the failed instqlll in your case.

Is anyone experiencing this failure able to reproduce with one of the following
command:
$ sudo /usr/bin/mandb -p /var/cache/man
or
$ perl -e '@pwd = getpwnam(man); $( = $) = $pwd[3]; $ = $ = $pwd[2]; exec
/usr/bin/mandb, @ARGV' -- -p
