it should always get loading and starting up early enough to be ready
before the login prompt in most cases.

Sadly, when a kerberos password changes on the domain, we have no way to sync
the login keyring master password.
We prompt for the user to unlock the keyring, and then change the login keyring
master password to match the login password the first time this happens.
