Public bug reported:

Binary package hint: upstart

When using upstart, and removing splash and quiet from the boot command,
the boot stops with a message about there being no running processes,
and leaving me with a dash prompt.

Booting with all the normal options gives a usplash screen (with no
text, but that's happening with sysvinit as well,) and then nothing but
a blank screen and no indication of anything happening on a VT switch.

** Affects: upstart (Ubuntu)
     Importance: Untriaged
         Status: Unconfirmed
