x11-common is hardly depending on X, it contains no xserver, no
drivers, it's just some common files. It's installed size is 580k.
If the complaint is just that the package has x11 in the name, I could
always rename it to not have people complain about not wanting X on
their servers. :)

Yes. I tried removing ubuntu-minimal and installing it again and here's
what I got:
