Binary package hint: apt

apt-mark is an utility that is included in the apt package and it
depends on python-apt to be installed, but 'python-apt' is only
suggested by 'apt'. Shouldn't it be a dependency rather than a
suggestion, since apt-mark can't do anything useful without it?
