Once a 1.4 client has touched a checked out directory, it's no longer possible
for older clients to use it.
Since I use a 1.4 client from another machine i can no longer use the 1.3 tools
to update, commit, etc.

But as main is in upstream version freeze and feature freeze it won't be
updated for edgy unless there are really good reasons and a UVF/FF
exception is granted by the release team.

If you mean libapache2-svn then yes, it's built from subversion source
package and available when subversion binary is.
$ apt-cache madison libapache2-svn
