How is the user to know that he needs to change the
/desktop/gnome/interface/gtk_key_theme gconf key? I believe the GTK
documentation only mentions ~/.gtkrc-2.0. This is how I stumbled on this
problem.
Should I file this as a documentation bug, then?

Thanks for your bug. It works fine when gnome-settings-daemon is not
running. From GNOME you need to change
/desktop/gnome/interface/gtk_key_theme gconf key
