You are right, trash is visible on the bottom gnome-panel bar but average users
(read as ex-windows user) don't see it and furthermore still remain the second
part of the problem, no easy mode to show trash icon on desktop so any user can
eventually choose as fit yours needs.
having a clear desktop by default is an Ubuntu choice not a bug, you
have a trash icon on the bottom gnome-panel bar in the right corner
which is visible and easy to use

We could do this at a distro level. But probably wont. IMO , this is a
"Wont Fix" bug in the distro.

Thank you for bringing this bug to our attention. However, a paper cut
should be a small usability issue, in the default Ubuntu install, that
affects many people and is quick and easy to fix. So this bug can't be
addressed as part of this project.
