The present behavior is:
- From 100% volume , once we start scrolling down on the icon , we see no
feedback! that is confusing, it seems like there is nothing going on there.
Icon does not change until the volume has reached less than 66% [?].
- similarly ,from low volume , while scrolling up,
What do you mean by expected behavior by user side ?
The notification bubble for a volume change or the volume icon change in the
applet ?

Notification bubble for a volume change (if menu not opened) sure. Icon
not provide enough information about current volume, when user change
volume by scrollng over the volume icon.

change volume using mouse scroll whell over sound applet icon
Volume changed, but applet not show indicator in separete windows. For example
if I change volume using special button on keyboard applet
scrolling over the icon is not meant to open a menu. it is working as
its intended i.e. you can quickly change the volume by using scroll bar
without opening the menu.

Thanks for the bug report. what you are reporting is not a bug. its the
intended behavior. the volume notification is only meant to be shown
when you change volume using keyboard. scrollng over the volume icon is
not meant to show a notify-osd
