While waiting for an official fix, I did this:
1. I downloaded dvb-dev's deb-file from dapper repository.
2. I used dpkg --force-depends -i dvb-dev... to install it.
3. I changed dvb-dev's Depends field on /var/lib/dpkg/status from Depends:
linux-kernel-header... into Depends: libc6 (= 2.4-1)
indeed, this needs to be fixed.
