Window buttons shown in panel inconsistently
To manage notifications about this
Neil, I can still see a maximized chromium window with window buttons on
both the panel and the window (screenshot attached). Is this the bug you
mentioned or should I file a new bug?

So, this is how it's meant to work:
- For maximized windows, buttons should show in the panel and the window's
titlebar be hidden
- For unmaximized windows, just the name shown in panel and the window's
titlebar be shown
At the moment, we have a bug that means we can't hide the titlebar in
